Stippling tool, as described in this paper by O. Deussen, M. Spicker and Q. Zheng. [github repo]
The source image is converted to grayscale and then edge-detected and
blended back with the source (~sharpening).
Then a large number of cells is spawned and evolved (removal, split, ...)
until the maximum number of points is reached or the confidence is good
enough.
